On the other hand, Obama had nominated a total of 55 circuit judges who were approved over eight years, and the appointments for Obama were around ten years older at average. The White House has changed the 9th Circuit significantly, a strong court that wields power over nine states and Guam. Considering that there were only six active judges last year that were appointed by Republicans of the 30 active seats, this helps shift the balance of the appeals court on the 9 th circuit.
